Sudan: The head of state General Abdel Fattah Abdelrahman Burhan has announced a state of emergency and the dissolution of the Sovereign Council, the cabinet and all state governments and has removed all governors. A “caretaker government” to be announced by end November is to take the country to general elections in July 2023. Egypt, Saudi Arabia and the UAE are known to support Gen Burhan.

Uganda: The bomb attack of Saturday night at a bar in Kampala’s outskirts that made 1 dead and 3 wounded has been claimed by the Islamic State group (IS) and was very probably caused by an improvised explosive device.

Southern Africa/Climate Change: Heatwaves, droughts, cyclones of increased intensity, phenological changes (e.g. “advances in the timing of apple and pear flowering in the southwestern Cape, and of Jacaranda flowering in the Gauteng City Region (…) a delay in the sardine run along the KwaZulu-Natal south coast”) show that southern Africa is already in the thralls of climate change and that mitigation and adaptation strategies are urgently needed.

Uganda: In what was most probably a terrorist attack, one person was killed and seven injured Saturday night at “a venue popular for roasted pork and beer in a largely residential area on (Kampala’s) outskirts”. A week ago, the UK government had warned of the possibility of terrorist attacks and had advised its citizens “to be vigilant at public places, including restaurants and bars”.
